Services Health Center Manager III you will have the opportunity to
manage and oversee the provision and delivery of all reproductive
healthcare services including medication abortion, in-clinic
abortion, and other Specialty Services for the First Avenue Health
Center in San Diego, CA . This position will ensure efficient
center operations, staff engagement, and optimal patient experience
in a family planning setting as prescribed by the Agency's
protocols, policies, and procedures. Actively contributing to
support agency changes and initiatives, including upholding
standardized systems across health centers, while maintaining
compliance with agency standard practices. This role will
supervise, build and maintain a team of licensed and non-licensed
staff, including regular coaching and development of employees and
future organizational leaders. It's a unique role that will manage
staff performance under the Just Culture paradigm and create a
psychologically safe team environment rooted in diversity, equity,
and inclusion. PPPSW's Specialty Services Health Center Managers
manage a health center that run on an average of 3-5 Family
Planning shifts per day and 3 Specialty shifts per week, as
determined by the scheduling office. The ideal candidate will have

this role, you’ll get to: Staff Engagement and Development: Promote
a clinical team environment in which high quality care is provided
in a manner that is efficient, responsive to client’s needs, user
friendly and cost-effective. Collaborate and ensure successful
communication with health center staff members regarding policy and
protocols, staff development needs, and conduct team meetings on a
regular basis in conjunction with clinical leadership. Hire for all
center positions, trains, retains, terminates (if necessary), and
evaluates all staff in cooperation with the People and Culture
Department. Ability to embrace, manage diversity and build and
maintain successful teams. Holds Health Center staff accountable to
creating an inclusive workplace through coaching and counselling
that fosters the development of others, facilitates cooperation and
teamwork, and supports constructive resolution of conflict. Center
Manager treats everyone in a manner that demonstrates fairness and
consistency. Recognizes when staff engagement is low and takes
corrective action. Holds regular coaching conversations with
employees Patient Experience and Diversity, Equity, and Inclusion:
Holds health center staff accountable to clinical quality standards
and service standards- supports and directs involvement with
clinical quality reviews, enforces service standards, creates
systems to address patient experience feedback, regularly reviews
and implements improvement efforts in response to Patient
Experience data and reports. Effectively interact with patients and
colleagues and develops positive relationships. Comply with PPPSWs
Code of Conduct and maintain the highest level of professional and
ethical standards and to act in compliance with both the letter and
spirit of all applicable laws and regulations. Lead inclusively by
making active, intentional, and ongoing efforts to promote full
participation and sense of belonging of every employee, patient,
and strategic partner. Ensure equitable access to quality care and
health center services for patients. Actively participate in DEI
learning and awareness- coach and role model for team.
Organizational and Health Center Effectiveness: Responsible for
financial management and revenue cycle goals for the health center.
Lead health center efforts to achieve established goals for
productivity and quality metrics. Partner with the Health Center
leadership at the clinic site to share in operational leadership
decisions to ensure the provision of high-quality client care.
Promote a clinical team environment in which high quality care is
provided in a manner that is efficient, responsive to business
needs, user friendly and cost-effective. Contribute to and enforce
service standardization efforts. Oversee appropriate scheduling of
patient visits and smooth, efficient clinic flow to maintain
financial integrity and stability of the clinic operation. Develop
and implement an annual center plan and budget. Review and monitor
health center budget and monthly financial statements against
operating budget for fluctuations in revenue, variable expenses and
staffing ratios and adjusts actions to reach clinic specific
metrics. Responsible for financial management for the health
center. Supervise inventory, ordering, and control of all
medication, supplies and equipment needed to deliver medical
services. Participate as a member of the Center Operations
Leadership Team, attend regular meetings, and support and
contribute to PPPSW programs, projects, and agency initiatives as
requested. Conduct community outreach, networking, and education as
well as internal and external marketing to attract and retain
clients and to establish PPPSW as a long-term referral source.
Makes business decisions that promote equity and prioritize the
need of the community. Quality and Compliance: Ensure compliance
with all federal, state and local regulations related to the
operations of the health center, including DHS, OSHA, Environmental
Health, Board of Pharmacy, CLIA, Title X, FPACT, and Medi-Cal. ·
Support risk and quality management by proactively communicating
identified risks to minimize risk when possible. Ensure compliance
to HIPAA and Agency confidentiality policies in dealing with
clients and staff. Implement and ensure compliance to all Risk
Management and Quality Assurance practices as outlined by the
Integrated Quality and Risk Management Program. ·In support of
PPPSW’s Just Culture Philosophy, identify and report errors, near
misses, and employee, patient, and customer safety concerns in a
timely manner. ·Support the provision of medical service delivery
in partnership with Clinical Leadership. Remain current on all FDA
approved contraception (including emergency contraception),
pregnancy options counselling (including surgical and medication
abortion, adoption, and prenatal), STI’s (including HIV),
comprehensive sexuality healthcare including lesbian, gay,
bisexual, transgender and questioning, patients, community
resources, PPPSW medical protocols, administrative procedures,
referral procedures and all Planned Parenthood services and
programs. Ensure a safe work environment. Specialty Skill
Functions: Prioritize ensuring adequate access to Specialty Care
and Abortions are available in health center. Prioritize
participation in Specialty Services Standardization meetings and
efforts- collaborate with team, abortion providers, and be a change
agent in the health centers. Communicate promptly about inventory
shortages necessary for Specially Care services. Build
relationships and maintain solid communication with MDs.
Collaborate with Medical Services around the training plans and
quality of the RN program. Ensure regular emergency drills are
scheduled and complete. Maintain close contact with RN workflow to
support staff, training, and productivity. Partner with Specialty
Services Lead Clinician on RN training plan and conversations.
Collaborate with PPPSW Security and Operations Director on
protestor activity impacting the center or the patient experience.
What We're Looking For (Minimum Qualifications): Education
Requirements: Bachelor's Degree or equivalent experience (4 years
in a leadership position in a healthcare setting) required In
addition to the education requirements above, you must also have: 4
years of supervisory experience in a healthcare or medical setting
with more than 6 direct reports Additional Requirements: CPR -
Cardiac Pulmonary Resuscitation or willing to obtain
certification(s) within 60 days of employment. Preferred
Qualifications: Master's Degree $94,400 - $110,876 a year
Compensation is based on years of experience as a Health Center
