The City of Pomona has a great job opportunity for a well-qualified individual eager to become a valued team member of the Pomona Police Department. This recruitment will establish an eligible list for current and future vacancies. Under immediate supervision (Payroll Technician I) or general supervision (Payroll Technician II), to perform and coordinate Police Department payroll operations; to perform a variety of technical tasks related to payroll time entry; to perform complex and technical accounting duties; and to prepare financial reports, statements, and special financial analyses. The Payroll Technician I/II position is a flexible staffing classification. Depending on the needs of the Department, they may fill the one (1) vacancy at the I or II level. A typical way to obtain the knowledge, skills and abilities would be: Education and Experience :

  • High school diploma supplemented by college level course work in bookkeeping, accounting, or a related field.
  • One year of payroll, payroll time entry, or accounting experience or two years employment with the City of Pomona in a position that provides knowledge and skills in payroll time entry may substitute for the one year experience. Knowledge of : Fundamental principles and procedures of financial record keeping, time entry and reporting Principles and techniques used in dealing with the public Skill to : Type at a speed necessary for successful job performance. Use 10-key at a speed necessary to perform job duties. Operate modern office equipment including computer equipment and software. Ability to : Learn the procedures and functions of assigned position. Review all additions, deletions and changes in payroll information for accuracy. Work independently and manage multiple priorities under strict timelines. Learn and apply pertinent Federal, State, and local laws, codes, regulations including administrative and departmental policies and procedures and Memorandums of Understanding. Coordinate records retention activities. Prepare adjusting journal entries to balance payroll accounts. Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work. Coordinate the daily operations of the Police Department's payroll system; performs payroll tasks such as collects, reviews and codes time entry forms for processing. Enters and monitors payroll data necessary to produce total pay using the City's payroll system. Prepare payroll information for data processing; make necessary additions, deletions, and changes regarding timesheets; input timesheet totals into City payroll system; run preliminary verification report; make corrections as necessary; run final report. Proof and audit payroll records and timesheets ensuring accuracy and compliance with City policies, procedures, and regulations, Memorandums of Understanding (MOU) provisions, FLSA, FMLA, and Workers' Compensation provisions and guidelines; make corrections and adjustments as necessary; document and provide the Finance Department with all necessary completed forms for all such adjustments and corrections. Serve as a resource to answer employees' and supervisors' inquiries regarding payroll information and MOU's; serve as a liaison between the Police Department and City's Payroll office to explain/resolve concerns regarding payroll, compensation and related issues. Process all requests for sick leave and vacation usage; document and file sick leave and vacation requests for use in employee evaluations; maintain automated software database systems to track and provide reports involving sick leave usage. Sort, audit, match and distribute invoices from vendors and service providers; confer with vendors regarding purchase orders, invoices and payments; review statements for accuracy and completeness; process invoices for approval for payment; prepare payments for mailing. Monitor and balance various accounts verifying availability of funds and classification of expenditures. Process purchase requisitions and input into the City's financial system. Maintain database records for employee hourly rates; track expenses and prepare billings for various departmental functions; prepare billing invoices for all contract police services including annual contract work for the Los Angeles County Fair. Post entries from supportive records and balance against other records. Prepare accounting records and financial and statistical reports. Research and analyze regulatory updates and other information impacting the payroll system; implement required changes to system. Perform related duties and responsibilities as assigned.
